If you are a young, ambitious Panemian aged 17 and up, you are eligible to enlist in Panem’s Peacekeeping Forces, Maritime or Air Command. *Enlistment guarantees tesserae at a cost of one individual slip distributed among each minor within a household among other incentives including wages and social safeguards with service of no minimum than twenty years.*
